Acordos especiais renegociaram R$ 81,9 bi da dívida ativa na pandemia
Mais de 268 mil parcelamentos foram fechados em oito meses
Criados para socorrerem contribuintes em dificuldade por causa da pandemia de covid-19, os parcelamentos especiais renegociaram R$ 81,9 bilhões inscritos na dívida ativa da União. De abril a dezembro do ano passado, 268,2 mil acordos de transação excepcional – como é chamado esse tipo de renegociação – foram fechados.
O balanço foi divulgado hoje (19) pela Procuradoria-Geral da Fazenda Nacional (PGFN). Dos R$ 81,9 bilhões renegociados, R$ 1,7 bilhão foi pago em 2020, como entrada para a adesão ao parcelamento especial e como primeira parcela.
As negociações individuais com contribuintes que devem mais de R$ 15 milhões, categoria que abrange empresas falidas, em recuperação judicial ou entes públicos, também foram destaque. Segundo a PGFN, foram fechadas mais de 20 negociações individuais de grande porte, que permitiram a regularização de um passivo superior a R$ 2 bilhões.
Apenas em dezembro, 96% das negociações aprovadas pela PGFN foram transações excepcionais, que permitiram descontos de 30% a 100% nos juros, nos encargos e nas multas. Somente 4% dos acordos celebrados no mês passado foram parcelamentos comuns, em até cinco anos e sem descontos.
Ao todo, foram criadas quatro modalidades especiais de renegociação após o início da pandemia de covid-19: dívida ativa tributária de pequeno valor, excepcional, extraordinária e excepcional para débitos rurais e extraordinários. O primeiro parcelamento especial foi criado em abril. O mais recente, em setembro. A PGFN forneceu uma tabela para o contribuinte consultar as diferenças de cada modalidade de acordo.
As adesões, que podiam ser feitas pela internet, acabaram em 29 de dezembro. A transação excepcional só abrangeu dívidas de difícil recuperação, que procedem de devedores falidos, em recuperação judicial ou inscritos há mais de 15 anos da dívida ativa sem garantias que possam ser executadas ou suspensão de exigibilidade. Somente o contribuinte com classificações “C” e “D” puderam fazer a renegociação especial.
